The LA Clippers have been handed the largest financial punishment in NBA history after an inquiry determined that the franchise violated league salary regulations regarding supplemental income arrangements tied to Kawhi Leonard.
The $30m (£22.2m) fine is unprecedented in league history and comes alongside the forfeiture of five first-round draft selections spanning 2029 through 2033. Clippers owner Steve Ballmer faces a one-year ban from all basketball-related duties, while Leonard has been assessed an individual penalty of $700,000 (£520,000).
League inquiry uncovers salary cap breaches
The NBA launched its examination in September 2025 following claims raised by podcast journalist Pablo Torre regarding a $28m (£20.8m) sponsorship deal between Leonard and Aspiration Fund Adviser LLC.
Following a month-long review, league officials stated they identified repeated infractions and multiple serious breaches involving the Clippers, an organisation previously sanctioned for attempting to bypass salary cap restrictions.
NBA commissioner Adam Silver expressed strong disappointment over what he termed the Clippers’ “blatant violations.” He emphasised that the magnitude of the penalty was directly proportional to the severity of the findings uncovered during the investigation.
The league’s official report indicated that Leonard had actively pushed the Clippers to arrange external revenue opportunities for him, and those arrangements were ultimately fulfilled.
Leonard penalized while Ballmer receives suspension
Leonard, a two-time NBA champion and two-time Finals MVP, acknowledged his accountability for the situation while rejecting claims that he deliberately took part in any scheme designed to undermine the salary cap system.
The 35-year-old stated that he signed his Clippers contract and the related agreements with honest intentions, asserting he had no awareness of any effort to circumvent league rules. He also voiced remorse regarding how the controversy has affected supporters and his family.
Ballmer’s year-long suspension applies to all league and franchise engagements due to his involvement in Leonard’s sponsorship negotiations. Additionally, Clippers president of business operations Gillian Zucker has been suspended for twelve months without pay after the league determined she supplied misleading information to investigators.
Beyond the monetary fines and suspensions, the Clippers organisation and its staff will operate under league-mandated oversight and a compliance framework for the next five years.
Clippers challenge unprecedented financial ruling
The Clippers have disputed the league’s findings and confirmed their intention to contest the decision through all possible legal channels.
In a forceful public response, the franchise accused the NBA of conducting a prejudiced investigation driven by a predetermined conclusion rather than objective facts. The Clippers also alleged that the league’s private communications differed substantially from its public statements.
The organisation further contended that the NBA fell short of the fairness and accuracy standards that Silver himself established at the outset of the inquiry.
Ballmer’s legal representative, David Kelley, also condemned the ruling, characterising the owner as the target of what he called a “campaign against him.” Kelley described the penalties as a “serious miscarriage of justice” and claimed the investigation has inflicted considerable harm on Ballmer’s standing.
Leonard anticipated to finalize Toronto Raptors transfer
Leonard’s professional trajectory has also been influenced by the investigation, as his proposed move to the Toronto Raptors was temporarily delayed while the league conducted its review.
The two-time Finals MVP initially joined the Clippers in 2019 and remained with the franchise for seven seasons before departing earlier this year.
With the league’s decision now issued, Leonard is expected to proceed with his transfer to Toronto. The conclusion of the investigation has removed the obstacle that previously hindered the transaction from being finalised.
The NBA’s five-year monitoring initiative will now govern the Clippers and their personnel as the league maintains oversight following this record-setting punishment.
